Louisiana on hurricane watch as Tropical Storm Francine strengthens

The National Hurricane Center issued a hurricane watch for parts of coastal Louisiana as Tropical Storm Francine picks up speed. It’s projected make landfall Wednesday.

Forecasters expect the storm to bring heavy rains across southern Louisiana. It’s moving quickly, which could limit the risk of flash flooding.
