Attorney Gary McGoffin filed the petition Thursday morning on behalf of former Library Director Danny Gillane, who initiated the retirement process the day after the library board apparently voted illegally to fire him. By retiring, Gillane hopes to retain access to accrued sick days and health benefits through Lafayette Consolidated Government.

Gillane said he was not in the executive session. When the board came out of executive session, he said, library board President Robert Judge told him the board felt he had done a good job with library finances and with staff.

Senate Bill 7, by Sen. Heather Cloud, R-Turkey Creek, would require libraries to create a card system so parents could prevent their children from checking out books deemed inappropriate. Libraries would also have to adopt policy language to limit minors’ access to material that describes “sexual conduct,” which the bill defines in five ensuing paragraphs.

After canning a change that would have put a Parish Council member on the Library Board, the council is considering a plan to eliminate the mayor-president’s appointment.
The bill sought to codify an attorney general opinion that library board members could be fired at the will of the governing authority that appointed them.
Lafayette’s controversial Library Board will see two new appointments this month as council members fill a vacancy and vote on adding one of themselves to the board.
They allege that Chair Robert Judge unlawfully silences and intimidates individuals he disagrees with.
The board’s February meeting was conducted haphazardly and may have resulted in votes cast improperly.
If adopted, board members could be removed by the local agencies that appointed them at any time, for any reason.
