What do you think? Louisiana Constitutional Amendment #5 — Creating another local tax incentive tool to attract businesses

There are seven constitutional amendments on the Nov. 3 ballot. Those items are often overlooked in a general election, all the more so during a hotly contested presidential contest.

Amendment #5 on the Nov. 3 ballot, would allow local taxing authorities to negotiate payment-in-lieu-of-tax (PILOT) agreements with private companies. Used as economic development tools, PILOTs lower the tax burden for investment-heavy development in exchange for an earlier payday for local government. Supporters say tax incentive programs like this are necessary to compete with other states to attract new industry. Opponents say Louisiana is already too generous with tax giveaways and this program would robs money intended for schools and other essential services.
