Parish Council
Reports
Mandi Mitchell, LEDA. This introductory presentation was submitted by Parish Council Chairman John Guilbeau. Mitchell took over as CEO of the Lafayette Economic Development Authority in November.
Parish Proud Presentation. This report was also submitted by Guilbeau. Parish Proud is a nonprofit focused on litter pickup and beautification.
Final Adoption
More ordinances appropriating parish ARPA funds. Seven more projects, totaling $4.5 million, would be paid out of the American Rescue Plan Act funds allocated to Lafayette Parish. If these are all approved, it’ll bring the total amount appropriated up to almost $20 million of the parish’s $47 million allotment:
- $1.5 million to replace a backup radio system for parish emergency operations
- $1.48 million for ARPA consulting
- $1.25 million for public health and safety updates at the parish-owned War Memorial building
- $115,000 for self-service kiosks for the public to do things like pay LUS bills and apply for permits
- $60,000 for testing and technology upgrades for the civil service department
- $43,200 for audit costs
- $12,500 to digitize historic records
Moss Street surface improvements. This ordinance would authorize an agreement with the city of Carencro to share the cost of making surface improvements to Moss Street, parts of which are in Carencro and parts of which are in unincorporated Lafayette. LCG will agree to reimburse Carencro between $471,600 to $613,080 depending on the project’s final cost.
Introduction
$1.5 million in ARPA funds for the Robley Drive Detention Pond. This ordinance would change the funding source for this project so that it would be paid for with ARPA funds. The money the Parish Council previously appropriated for this project would be redirected so that $500,000 would go to a parish drainage improvements project and $1 million to a parish streets project. No details are provided about those new projects.
City Council

Final Adoption
Ordinances appropriating city ARPA funds. These three ordinances will appropriate funds for the following:
- $1.16 million for ARPA consulting
- $34,800 for audit costs
- $12,500 for historic book digitization
Introduction
$1.2 million of ARPA funds to the Vermilion River, Lateral 4 Phase II Project. This ordinance would appropriate this funding, but no details are given about what the project entails. $22 million of the city’s $38 million in ARPA funds were appropriated by veto. If all the additional projects proposed are approved, it will reduce the city’s remaining ARPA funds to less than $14 million.
$250,000 of ARPA funds for a skate park at Thomas Park. This ordinance was submitted by the PARC department. The administration originally included $175,000 in its initial proposed ARPA budget with a location to be determined.
$2.1 million for coulee maintenance. This ordinance will re-budget funds originally appropriated at the emergency meeting on May 20 to Drainage Maintenance Projects that had lapsed at the end of the last fiscal year. Originally $3 million was appropriated for this project at that emergency meeting with just a couple hours notice, but less than $1 million of the money has been spent so far.

Final Adoption
$26.6 million reimbursement for the Bayou Vermilion Flood Control Project. This ordinance accepts state funds to reimburse LCG’s costs on the Bayou Vermilion Flood Control Project and also appropriates the required match of $8.87 million from a variety of city and parish funding sources.
Introduction
$3.45 million for pandemic rent assistance. This ordinance will adopt another batch of federal money for pandemic rental assistance. SMILE and Catholic Charities of Acadiana administer LCG’s Emergency Rental Assistance Program.
