Lafayette 101
Lafayette Public Power Authority
The LPPA is a legal entity, separate from LUS and the city of Lafayette, that exists to own Lafayette’s 50% stake in a coal-fired power plant north of Alexandria. LPPA sells energy produced by the plant to LUS. City council members serve as its commissioners.
Parish Council
Resolution
Three more months for the City-Parish Alignment Commission. This resolution would confirm the request by the commissioners to extend their initial six-month term to nine months. This commission was formed to explore ways to strengthen the working relationship between the city and parish of Lafayette.
Final Adoption
Oak Springs Flood Control Project. This ordinance increases funding for this drainage project located west of Carencro from $3.8 million to $5.2 million. This project was initially approved for $400,000 in this year’s budget. (It’s not clear how the project’s budget increased to $3.8 million prior to this. A request for clarification was pending at press time.) This latest increase is paid for with fund balance dollars from the Drainage Maintenance Fund.
Introduction
Seven tanker trucks. This ordinance would increase spending to purchase seven tanker trucks for the parish’s volunteer fire departments. The Parish Council approved spending $2.8 million of ARPA funds for this purpose back in October. This budget amendment would increase that amount to $2.96 million.
Bayou Vermilion Flood Control. This ordinance would increase ARPA funding for this multi-tiered drainage project by $2 million. (A request for clarification was pending at press time.)
City Council
Resolutions
Monroe Warehouse Renovation. This resolution formalizes the City Council’s support for the Lafayette Public Trust Financing Authority’s efforts to renovate the historic warehouse at 319 Monroe St. so it can be leased to an unnamed company.
Final Adoption
Transfer drainage funds to a “Project Management Services” line item. This ordinance transfers $200,000 from the “CIDC, Lateral 7-Curran/Dulles” project to this separate line item for project management services.
Doucet Road sidewalks. This ordinance adopts $200,000 in federal highway grants and approves the use of $50,000 in existing funds for a local match for this project.
Introduction
$2.4 million for the Heymann Center. This ordinance recognizes $2.4 million in revenue from the receipt of a Shuttered Venture Operating Grant from the Small Business Administration.

Final Adoption
Expanding the Compliance Division. This ordinance would add one compliance manager and one compliance inspector position to the Compliance Division of the Department of Community Development & Planning. This joint ordinance authorizes spending $104,072 of city general fund balance to pay for these positions.
New rules for food trucks. This ordinance would establish a new set of rules tailored to mobile food establishments.
Introduction
Partnering with LPSS to use recreational facilities. This ordinance would authorize the mayor-president to enter into an intergovernmental agreement with the Lafayette Parish School Board for joint use of recreational facilities.
